Every participant should have an account. It must indicate a contact credentials to participate in activities, voting, and communication.

First implementation is a wiki-page for each person to hold the information. Since everything is manual at first, contact could be any conventional channel. It would be great to preserve this approach.

Account also should keep track of current progress and time reported for it.

Here is how to start the thing.

Looks like it could be something like diary reporting with weekly and monthly summaries.

Should try a completely free recording of what happened today (or maximum at last three days) – it could be even audio, or a link to diary/blog/post, or anything not longer than 5 min to process – with any kind of time recording not coarse than day: manual, a tracker report, screenshot, any logs (again, should be easy to process in 5 min). And overnight manual (at first) processing to convert it to uniform format, or to remind to wrap up what's missing.

If resources let, the diary recording could be prepared based on blog or feed of any kind.

Summaries for week and month are straight totals (made by operator) and one level of detailing (made by person).

daily: at least once in three days
weekly: once in 7 days OR once on a calendar week – should total whole period from last weekly
monthly: once in 28 days OR once in a calendar month – should total whole period from last monthly
